Haven't played enough with it to see if it gets added to any drop lists. With two-shot, the anti-materiel does pull a head a bit at 566 to the lever action's 532, but I don't know if you're going to ever be able to get two-shot on it without mods or console commands. Right now I've got it on survival and all sorts of perks, but basically modded out right it's 330 damage, whereas a lever action modded out to be affected by all the same perks is 367. Still, vastly better than just having it spawn in your inventory (particularly as the gun is quite good, so making you go to the Museum of Witchcraft is an effective way of limiting what level you can get it at). It's also not *massively* better than Tunnel Snakes, and their apparent inability to record new voice acting is clearly affecting what they can do. Is it better than the Tunnel Snakes quest? I think so, but I suspect it won't be everyone's cup of tea.

I'm sure someone will post a walkthrough on Youtube in the next couple of days if you want more details. The framing device of the notes is kind of neat - I can't say more without spoiling it, except that the start of the quest sends you to the Museum of Witchcraft, so it has a supernatural element to it. There's no new voice acting, so the story is told through a series of notes you read as you visit several locations. The quest for the anti material rifle actually only uses vanilla locations, but it has a bit more story to it. Tunnel snakes rule gave us a small dungeon and told it's story through a few terminal entries. I've probably got my mod-making goggles on a bit there.
